I have found this website to be helpful.
It is maintained by the New Jersey Campground Association. They do have campgrounds listed by region but not by “on the beach.” It might take a bit of digging to find what you are looking for but if you do not get many suggestions here it may be a good resource.

Three I’ve stayed in are Seashore, Great Timber lake and Beachcomber..I live in South Jersey and don’t know of any right on the water.
